| 摘 要： | 基于Haddon模型的＂四因素、三阶段＂原理,构建了政府灾害应急管理分析简表。并以该模型对比分析我国政府灾害应急管理中存在的问题及原因。应用Haddon模型提出政府在灾害管理的预警阶段、应急阶段和恢复阶段的改进思路。
