当前就业形势与未来展望

2020年,在遭遇中美经贸摩擦影响持续、新冠肺炎疫情产生重大冲击情况下,党中央国务院高度重视就业问题,实施就业优先的政策,加强对就业的逆周期调节。就业形势呈现“总体平稳、逐步回暖、好于预期”的发展趋势。2021年,劳动力市场仍面临疫后影响复杂局面,既有维持就业局势基本稳定的有利条件,同时也仍面临诸多不确定性和挑战。就业形势开局平稳,全年有望保持总体稳定,但稳中存变,稳中有难,主要是总量压力持续、增长动力减弱、结构问题突出。对此,要持续强化和落实就业优先政策,坚持经济发展就业导向,继续加大财政、货币、产业、投资等宏观政策稳就业保就业力度,加大结构性政策扶持力度,完善重点行业企业、中小微市场主体和重点群体就业支持体系,加大灵活就业、自主创业支持力度,多渠道促进、加强和创新公共就业服务能力,防控规模失业风险,稳定就业局势,拓展就业新局面。

Analysis on Employment Situation and Outlook in China

In 2020,the Central Committee of CPC and the State Council attached great importance to employment,implemented the policy of giving priority to it,and strengthened the Reverse-cyclical adjustment of employment in the context of influences caused by the Sino-US economic and trade frictions and the significant impact of COVID-19 pandemic.Generally,the employment situation showed a trend of"an overall stability with a gradual recovery that is better than expected".In 2021,a more complex situation in a post-pandemic era will emerge in the labor market where there exist both favorable conditions which can maintain the basically stable employment and many uncertainties and challenges as well.The employment starts steadily in the beginning of this year and is expected to remain generally stable t hroughout t he y ear.However,there may be some changes a nd d ifficulties a mid t he generally stable situation mainly due to the continued pressure from an aggregate employment,a weakening growth momentum and prominent structural problems.To cope with these issues,it’s necessary to continue to strengthen and carry out policies with employment as a priority,abide by the principle of an employment-oriented economic development,continue to strengthen macro policies in the fiscal,monetary,industrial and investment areas to retain and protect jobs,strengthen policies on addressing structural issues,improve the employment supporting system targeting enterprises in key industries,as well as micro,small and mediumsized entities in the labor market and key groups with difficulties in finding a job,increase the support on flexible employment and start-ups,strengthen the public employment service and its innovation through various channels,control the risk of unemployment in a large scale,create a new and expanded employment while keeping the stable employment situation.
