| 摘 要： | 人才是创新型城市建设的根本,人才的集聚、流动、结构、对人力资本的投资以及制度安排都将影响创新型城市的建设。宁波市目前存在人才集聚能力较弱,人才储备的后续力量不足,流动性不强,技术创新能力较弱,人才所在的部门和单位间缺乏合作等问题,应从优化城市环境、促进高新技术产业集群的发展、制定人才分层政策、大力进行制度创新等方面来加强人才工作,支持创新型城市建设。
