摘    要:法治与人本是公共部门人力资源管理的基本精神,在强调对公务员进行法治化管理的同时,不能忽视了人本原则的要求,这是以人为本的科学的发展观在公共部门人力资源管理领域的体现.法治与人本既有区别也有统一性,而且统一性对今天的公共部门人力资源管理有更大的意义.

Abstract:Lawful and human-based management is the basic spirit of human resources management in public human resources management departments. While emphasizing lawful management of public officials, the requirement of human beings should not be overlooked, which embodies human-based scientific development outlook in public human resources field. Lawful and human-based management has difference and unitarity and the unitarity is more important to human resources management in public departments.
