| 摘 要： | 农村税费改革取消了乡统筹费、农村教育集资等专门面向农村征收的行政性收费和政府性基金、集资,给农村教育带来了一系列的影响。本文在对山东省农村义务教育的状况进行广泛调查的基础上,客观分析了农村义务教育取得的成就和存在的问题,从加大转移支付力度,调整教育经费支出结构和探索农村义务教育融资的新模式等角度提出了新形势下发展农村义务教育的新思路。

| Abstract: | The tax and fee reform in countryside have cancelled many commission items which burdened peasent before,such as raising funds of education,fees of planning as a whole and soon.It has brought some important effects on compulsory education.The article analyzed the effects objectively based on attentive investigation of Shandong province.And the author put forward new proposals in order to develop the compulsory education of countryside on the new era. |
