| Abstract: | This paper argues that the effectiveness of a system depends on the extent to which it can meet the demands of people through analyzing the interaction between the government and the imperial college students in the Ming Dynasty. If a system concerned fails to meet the needs of people, it will, like a political mummy, lose its effect no matter how perfect it is. |
