| 摘 要： | WTO在争端解决机制的专家小组程序中采用反向一致原则的主要原因是GATT的专家小组程序所采用的全体协商一致原则对专家小组程序作用的限制和影响。在争端解决的不同阶段,反向一致原则的适用条件也有所不同。

| Abstract: | The main reason, which WTO adopted "the reversion interconsistency Principle" in the programme of the specialist group solving the dispute, is that the principle of reaching a unanimity through consultation, which GATT's specialist sub-group adopted, has imposed restrictions and influce on the programme of the spelialist group. During the different stages in solving the dispute, the conditions that the reversion-interconsistency principle can be applied to are different. |
