邓小平的监督思想与监督执政党机制的改革

邓小平认为,执政的中国共产党必须接受监督,否则就要犯大错误.监督来自于党内、群众和民主党派等三个方面.他要求健全党和国家的民主生活,改革党和国家的领导制度,建立健全法律制度,约束执政党各级领导的权力.当前腐败现象的蔓延暴露了监督执政党机制中的种种问题,特别是对权力的监督十分乏力.因此,必须以邓小平监督思想为指导,建立对执政党及其领导成员有效监督的新机制,包括建立对权力授予的监督机制、改革执政党自身的监督机制、探索群众监督法制化的有效途径等,以期对执政党各级领导人的权力起到切实有效的监督作用.

Deng Xiaoping's Supervisory Ideas and Reform of the System of Supervising the Party in Power

Deng Xiaoping thinks that the party in power must be supervised or great mistakes might be made. And the supervision comes from three aspects: the party inside, the mass and the democratic parties. Deng put forward perfecting the democratic life and reforming leading system of the party and the state, improving law system and restraining the power of the ruling party's leaders at different levels. Modern corruption shows that different kinds of problems;in the system of supervising the ruling party, esp. weak in the power supervision. Therefore, under the guide of Deng's supervisory ideas, new sufficient system for the supervision of the ruling party and its leader members should be set up in different aspects of power granted, the ruling party itself and institutionalization of the mass supervision.
