和谐社会背景下的城乡公共品供给体制创新

在我国社会目前存在的不和谐因素中,城乡差距过大的问题尤为突出,而导致城乡差距扩大的主要原因在于城市偏向型的财政体制。因此,必须改革现行的财政体制,优化支出结构,完善公共财政体制,并划清各级政府的责任,明确各类公共品的供给主体及各级政府的供给职责,统一城乡公共品供给体制,不断增加对农村公共品的供给。只有这样,才能为构建和谐社会奠定良好的基础。

Of the various unharmonious elements in our society,the big difference between the urban areas and the rural areas stands out.The major cause of the big difference between the urban areas and the rural areas can be attributed to the urban area-centered financial and economic system.Therefore,reforms to the current financial and economic system must be made;the public financial and economic system ought to be improved;the responsibilities of the governments at different levels must be delineated;the suppliers of the various public products and the responsibilities of the governments at different levels must be clearly defined;the supply of pulbic products for the rural areas must be increased.All this will contribute to the development of a harmonious society.
