| 摘 要： | 针对城乡发展不平衡的社会问题,我国学者从城乡二元经济结构不平衡去分析问题产生的原因,认为农村基础设施与公共服务属于公共物品范畴,须由政府提供.这种观点主要是根据农业、农村、农民具有极端正外部性特征假设进行论证,但并没有深入分析城乡发展不平衡是否与我国产业发展战略导向有关.基于此,从雁型模型去分析统筹城乡发展的必然性,并据此提出实现统筹城乡发展的对策建议.
