| Abstract: | By defining government employees, government employee system and the limited government, this paper analyzes and discusses issues related to the establishment of the limited government in areas in China where "the Government Employee System" has been implemented. As a result, this paper offers a completely new perspective on establishing the limited government characteristic of China. |
