东北地区粮食政策联动机制构建

摘    要:基于黑龙江省和吉林省的调研情况,结合协调理论,分析了东北地区粮食政策联动机制的实践困境及短、长期的联动机制构建。在粮食政策联动机制的实践方面,由于种植效益的差异和政策的不协调,导致东北地区大豆、稻谷和玉米供给存在“跷跷板”现象,这使得该地区无法保持粮食供给平衡且无法满足市场需求;粮食政策统筹联动短期性特征明显,但是结构调整存隐忧,尤其是水稻种植效益高导致“旱改水”倾向较为明显,造成了资源环境压力加大等问题。据此,从短期和长期视域出发,提出完善东北地区粮食政策联动的目标任务、总体思路和政策措施。

Abstract:Based on investigation made in Heilongjiang and Jilin provinces, this paper used the coordination theory, analyzed the difficulties in the coordination mechanism of grain policy in northeast China. The research shows: Firstly, in practice, due to the different grain growing profit and policy incoordination, there has been unbalanced production of beans, rice and corn, and therefore, output cannot satisfy the demands of the market. Secondly, there is an obvious short-term feature in the coordination mechanism of grain policy; there are hidden troubles in the structural adjustment. For example, high profits of growing rice makes cropland into paddy fields, which worsens the environmental problems. Therefore, based on the long-term and short-term point of view, this paper gives suggestions on the goals, overall design, and countermeasures of the coordination mechanism of grain policy in northeast of China.
