| 摘 要： | 退耕还林是迄今为止我国投资最大、涉及面最广、群众参与度最高的一项生态建设工程。对退耕还林的探讨和政策建议，离不开经济视角的研究，包括从产品收入弹性、农民和国家的供需和福利经济角度等。在退耕还林工程的实施中，取得了森林资源明显增加、农村产业结构的调整等显著作用。但是，为了推动“退耕还林”工程永续进行，实现国家层面和个体层面的最优，还需要从长期坚持、加大投入等方面实施具体的政策措施。 |

| Abstract: | Grain for Green Project is the ecological construction project which involves the most investment and the most population in China.To discuss and give suggestion on the project,it is necessary to do it from economic perspectives,such as product Elasticity Theories,Supply and Demand theory from the farmer and the nation viewpoints,and welfare economics.Forest resources has been increased dramatically,and rural industrial structure has been improved.However,long support and financial investment are demanded in order to make the project sustainable and realize the optimum on the individual and national levels. |
