| 摘 要： | 2009年9月4日,国务院办公厅发布《国务院关于开展新型农村社会养老保险试点的指导意见》,在全国10%的县（市、区、旗）进行新农保试点。文章拟在回顾过去20多年的农保制度的同时,分析新农保制度的创新点,并提出对新农保试点及推行的几点思考。 |

| Abstract: | The State Council issued Pilot Guidance of the State Council to Carry out the New Rural Social Pension Insurance on September 4,2009.Now 10% of the counties（or cities,districts,and banner） are trying out the new pilot guidance.This article intends to review the rural insurance system of the past 20 years and analyze the innovation of the new agricultural insurance system.Finally it makes some suggestions for the new rural social pension insurance. |
