| 摘 要： | 西部基础设施建设是西部大开发的重要内容.资金短缺是西部基础设施建设的困境之一.目前国家正常渠道不能满足西部建设的资金需要,银行等金融机构也谨慎操作.而巨量的民间资本却寻找不到满意的投资去向.如何将这两方面有效整合,关系到我国经济的可持续发展.本文认为,BOT方式为民间资本参与西部基础设施建设提供了合理途径.只要政府积极引导,以BOT方式参与西部建设的民间资本会发挥越来越大的作用.

| Abstract: | Infrastructure construction plays an important role in western development where fund shortage can t be refund by the state plan and bankers are very shy about their pockets, while a large sum of private capitals find no places to go. Sustainable development lies in the integration of the mismatches. The article believes that BOT provides an effective channel for the integration and helps find the site for the private capitals provided the government offers an active supervision. |
