| 摘 要： | 我国政府目前正在进行着一场世纪工程—西部大开发。然而，西部开发由于地域辽阔，情况尤显复杂，故不能搞“一刀切”。本文作者在此文论述中针对生态敏感地区、森林丰富地区、生物多样性地区作了资源、环境与贫困关系的深层次研究分析，提出一些值得我们重视和思考的问题。 |

| Abstract: | The Chinese Government is engaging in an epoch-making project, the all-round development of western China. However, there is no single solution to all the problems because western China covers a large area with different conditions. Through a thorough study of the relationships between the resources, environments and poverty in the ecologically sensitive areas and the regions rich in forests and bio-resources, this article discusses some important problems and offers possible solutions which might be of much value for the development of western China. |
