| 摘 要： | 程序民主就是民主的制度化、法律化、程序化.我们过去注重实质民主,但忽视了民主的程序化建设,民主实践相对滞后.从程序民主的角度,要进一步发挥人大代表参政议政和民主监督职能,使其更充分地表广大人民群众的意志和利益,要对国家机关和官员的选举、闭会期人大代表职责的行使、人大代表职业的限制性规定等方面做出详细的程序性规定.

| Abstract: | Procedure democracy means making democracy institutionalized and legalized(standardized),and making it have its procedures.From the point of view of procedure democracy,in order to give full play to the role of deputies to the People's Congress in democratic supervision and participation in and deliberation of state affairs,and make them better embody the people's will and truly represent the people's interests,we must make some detailed procedural stipulations concerning the election of state organizations and government officials,the exercise of the functions of deputies to the People's Congress not in session,and the prescribed limit of the deputies'profession. |
