公共产品视角下的乡、村组织变革与创新

在构建社会主义和谐社会和建设社会主义新农村进程中,切实改善农民生产、生活环境和条件,促进农村社会稳定、和谐与繁荣是当前的工作重心。而长期以来,乡村组织在乡村公共产品的供给环节上作用不明显,乡村公共产品供给不足一度成为乡村经济发展中的短板,因此,后税费时期发挥乡村组织在乡村公共产品供给中的作用成为今后乡村发展的根本任务。本文从乡村公共产品的角度,运用历史比较的方法,分析了乡村组织在不同时期乡村公共产品供给中的作用,认为须打破传统上我国乡村组织在乡村公共产品供给中监督失衡等方面的弊端,重视乡村组织特别是民间组织的建设,通过构建对乡村公共产品供给能够有效制衡的乡村组织,促进乡村公共产品的供给机制创新。

The Reform and Innovation of the Rural Organization from the Perspective of the Public Products

In the process of building a harmonious society and a new village of socialism, our current task is to change the productive and living environment and condition of the peasants, and also to promote the social stability, harmonious and prosperous of the rural area. But, this phenomenon blocks the development of economy in the rural area. Therefore, the effective of the rural organization to the public products become the basic task in the post-tax-era. This thesis uses the method of historical comparison from the rural public products' perspective, and to analyze the effect of rural organization in supply public products in the different periods. Our basic conclusion is to take the civil organizations into account, instead of the traditional way of supervision, and to promote the reform of rural public products through the effective way of check and balance of the rural organization.
