On the Simon Waldo Debate and its Impact Based on the Analysis of Differences

The Simon-Waldo debate is recognized as the history of Western public administration’s most inspiring confrontation of ideas,which has had a profound impact on the research and development of Western public administration.Simon and Waldo’s arguments occurred for a position opposite around the following topics:public administration disciplines "identity",relationship between fact and value,values,thinking and expression,misreading of the text and so on.The debate is not only to positive change people’s attitude for the normative value,promoting a more caring about democratic values from the enthusiastic pursuit of efficiency value in public administration,and form two factions of the community of public administration scholars and two different road to solving identity crisis of public administration.
