| 摘 要： | 进入二十一世纪 ,高新技术在世界范围内呈产业整体升级、扩散的态势。随着全球经济一体化进程的加快 ,特别是我国已加入 WTO,外国高新技术产业对我国的市场冲击将会不断加剧 ,使得高新技术产业的发展及保护这一问题对政府显得尤为迫切。从国家对高新技术产业的宏观立法保护 ,相关政府法规、政策的配套扶持以及放开搞活高新技术市场 ,优化高新技术产业发展的外部环境等几个方面 ,探讨这一迫切问题的解决方法

| Abstract: | Since entering 21st century, the high tech industry has an integrally risen and expanded tendency in the range of the world. With speeding up the speed of global economic integration, especially China's entry into WTO, the shock of overseas high tech industry to our home market will be more serious continuously. It will be more urgent for government to develop and protect the high tech industry. This thesis tries to probe into the solution to the urgent problems in the sectors of macro protection to work out laws, the necessary support of government laws, regulations and policies, actively open the high tech market and optimize the outer environment of high tech industrial development, etc. |
