试论小康社会的效率与公平

效率与公平是经济运行中的一对永恒矛盾 ,如何处理好效率与公平的关系 ,关系到一国经济能否持续稳定地向前发展。遵循党的十六大精神 ,运用经济学理论 ,论述了在全面建设小康社会中坚持效率优先的必然性和兼顾公平的必要性 ,提出了在初次分配中通过贯彻按要素分配和按劳分配相结合的原则来确保效率优先 ,在再分配中由政府宏观调控兼顾公平的实现途径。

Attempt to Efficiency and Equity in Moderate Wealth Society

Efficiency and equity is a pair of everlasting contradiction in the economic circulation. How to dispose of the relation of efficiency and equity determines that whether a country's economic development can be continuous and stable. Complying with the order of Sixteenth NPC(the National People's Congress) and applying the economic theory, the author dissertates the inevitability of insisting on giving preference to efficiency and necessaryness of giving half attention to the fairness in the building process of moderate wealth society in all-rounded way, advances the methods that the priority of efficiency is ensured through following out the principle of combining distribution according to work with distribution according to factor in original distribution, then government actualizes macrocosmic regulation and control to reach a fair result in re-distribution.
