| Abstract: | General Secretary Jiang Zemin repeatedly emphasizes that development of West China calls for new ideas. But where do new ideas come from? Can they be understood profoundly? Can they be accepted and carried out? The key is new people. People in the western areas act as both the subject and the object of the development. Since man is a creature living in a certain culture, to train people of new type for the west should begin with the cultural reform and with its innovation. |
