| 摘 要： | 政府电子化公共服务是电子政务的基本组成部分，也是反映电子政务应用与发展水平的重要标志。本文认为，适合中国现实国情的政府电子化公共服务发展模式是以“前台人工方式-后台电子化方式”为特征的“过渡模式”。在过渡模式下，政府门户网站的发展应该集成化发展，开发不可替代性的服务，按照渐进方式实现政府公共服务向网络的转移。

| Abstract: | Governmental electronic public service is a basic component of e-government,which is also an important symbol for reflecting the application and development level of e-government.In this paper the author holds that a more proper pattern for developing electronic public service in our country is a transition pattern which is typical of "by man means in the foreground and by electronic means in the background".Under the transition pattern,we should follow an integrating way in the development of government gateway website so as to exploit such a service that is beyond substitution to realize the transfer of government public service to website. |
