构建农民工社会保障体系探析

从社会保障的专业理论角度考察,制约农民工社会保障体系建立的相关因素有社会保障法规、制度层面存在缺位,政府、企业、农民工个体缺乏社会保障意识,就业不畅严重削弱建立农民工社会保险的经济基础。必须以积极有效的政策推动和促进农民工社会保障体系的建立,维护农民工的社会保障合法权益。

Analysis of the establishment of social security system for peasant workers

Based on the theories of social security,the major factors hindering its establishment are:the absence of the laws and orders of SS,the lack of the sense of SS from governments,enterprises and peasant workers,the difficulty of peasant workers in employment undermining the economic foundation of establishing the social insurance for them.Thus,some effective policies must be made to promote the establishment of the SSS for peasant workers and protect their legal rights.
