政府主导下社区参与的民族村寨旅游开发模式——以北川县擂鼓镇吉娜羌寨为例

民族地区拥有丰富的旅游资源,发展旅游业已成为民族地区扶贫致富的手段之一。本文以四川省北川县擂鼓镇吉娜羌寨为例,从"政府主导、社区参与"的角度探讨了民族地区定居点建设和旅游开发模式的相关问题。吉娜羌寨定居点的建设和旅游开发,应当根据灾后重建的实际情况和羌族村落的传统,采取"政府主导下社区参与的民族村寨旅游开发模式"。政府发挥主导作用,统筹规划;社区广泛参与,发挥主要利益主体作用,形成合力,着眼长远利益,走民族定居点建设和旅游开发的可持续发展道路。

Development Mode of Minorities Villages in Government Leading and Community Participation --A Case Study of Jina Qiang Village, Leigu Town, Beichuan, Sichuan

With the rich tourist resources in minority nationality areas, developing tourism has become one way to relieve poverty. This paper, taking the Jina Qiang Village as an instance, discusses the related issues about the settlement construction and tourism development mode in ＇ government leading and community participation＇. As the settlement construction and tourism development in the Jina Qiang Village is concerned, it is highly recommended that the mode of ＇ government leading, community participation＇ should be taken with reference to the conditions of post-disaster reconstruction and Qiang traditions. With the government leading and overall planning, community participation and a full play of the major stakeholders, a cohesive force win be generated to promote sustainable development of the minority nationality settlement construction and tourism on the long-term interests.
