社会治理意义上的网络世界及其治理

网络技术的推广和应用孕育了虚拟的网络世界,它在塑造了社会的网络结构的同时,也悄然实现了从“纯粹的虚拟”到“虚拟与真实兼备”的完美蜕变.网络世界的“虚拟与真实”属性决定了社会治理意义上的网络世界治理不仅仅局限于对虚拟世界的治理,而是特指多元社会治理主体为了实现社会的和谐有序与人的全面发展而展开的对互联网所链接的虚拟世界及其派生的社会网络结构的合作共治.网络世界治理在实践中要达至既有的社会治理目标,必须遵循合作治理、更加注重伦理构建、超越民族国家界限、实现社会的有序以及人的全面发展等基本准则.基于此,政府在网络世界治理中的职能定位亟须变“控制”为“引导”,充分重视对引导型政府职能模式的运用.

A Study on Internet and Its Governance in Perspective of Social Governance

The promotion and application of network technology has given birth to the virtual internet world. With the shaping of social network structure, it has quietly completed a perfect metamorphosis from ＂pure virtual＂ to ＂virtual and reality both＂. The virtual and real property of internet determines that the internet governance in the sense of social governance is no longer limited to the virtual world, but has specifically expanding to cooperation of different social governance bodies （government, private sectors and social organizations, etc. ） to link the virtual internet world and its social network structure, so as to achieve social harmony and comprehensive human development. In order to achieve social governance goals, Internet governance in practice must follow these guidelines, such as the cooperative governance, paying more attention to the ethical construction, going beyond the boundaries of the nation-state, achieving the basic norms of orderly and comprehensive social development. Based on this, there is an urgent need for the government functions in the internet governance to change from ＂control＂ to ＂guide＂, and for paying full attention to the use of guide-oriented government function model.
