海峡西岸经济区主要城市自主创新能力实证研究

利用因子分析方法,对海西主要城市的自主创新能力进行实证研究,结果表明:自主创新能力厦门最高,宁德最差;自主创新能力发展极不平衡;投入产出效率低以及自主创新能力与实际生产力之间有较大差距。应采取有效措施,促进科技资质及技术标准的统一,实行统一的科技政策规章,完善风险投资机制,建立产学研合作机制,健全科技中介体系,建设科技共享平台,这是推动海西自主创新能力协调发展的重要对策。

Empirical Analysis of Independent Innovation Capacity of the Main Cities in Economic Zone on the West Side of Taiwan Straits

The author applies factor analysis to analyze the independent innovation capacity of the main cities in Economic Zone on the West Side of Taiwan Straits.The results show:the capacity of independent innovation of Xiamen is supreme,the worst is Ningde;the capacity of the main cities is extremely lopsided;the input-output efficiency is low and the capacity of independent innovation is vastly different from the actual productivity.Effective measures should be taken to regularize science and technology qualifications and the technology standard: to implement a unified policy for science and technology,to perfect the mechanism of risk investment,to establish an cooperative mechanism of the industry,the university and the research institute,to perfect the intermediary system of science and technology,and to construct a science and technology sharing platform.
