二元工业化结构构建的原则与模式

二元工业化是在城市工业化的基础上,进一步以现有的地(市)、县(市)和乡镇为依托,构建并发展广大农村的工业园(或产业园),有效实现农业剩余劳动力向二、三产业转移,促进人口聚集,推动工业化带动城市化发展,并实现农业产业化,达到城市与乡村和谐发展的目的。二元工业化结构的构建必须以产业化为基础,以实现劳动力转移为根本,以工业化与城市化发展为目标,通过工业化(或产业化)过程最终建成高、中、初三级城市模式,达到解决二元经济问题,实现二元向一元、同质的现代经济转换的目的。

Principle and Mode of Constructing Dual Structure of Industrialization

Dual industrialization is to construct and develop industrial parks in the extensive rural areas on the basis of urban industrialization and further depending on perfectures,counties and towns in existence.It can effectively transfer the rural surplus labour to the 2nd and 3rd industries,promote gathering of people and push forward industrialization together with the development of urbanization and finally realize the target of agricultural industrialization and harmonious development of urban and rural areas.The construction of dual structure of industrialization must take industrialization as its basis,transference of labour as its foundation,and the development of industrialization and urbanization as its target,through the process of industrialization so as to establish ultimately three-leveled high-moderate-primary mode of cities,solve the problems of dual economy and realize the aim of changing dual economy to integrated modern economy of the same kind.
