乡村治理中的制度精细化及其实践机制

在浙中农村，乡村治理体制日益向精细化转变，典型体现在村干部坐班制、职责分工、绩效考核、问责体制四个方面。制度精细化多发生在发达地区的农村，其动力来自于规范权力运作的政治目标。不过，在具体的实践过程中，制度精细化在两个层面与乡村社会发生互动：一是面对乡土性与非程式化的乡村社会，制度精细化在实践中可能会导致过度治理和治理真空的存在；二是制度精细化是自上而下行政动员的体现，而非自下而上农民治理诉求的反应，这使得村级组织的接点治理不再可能。制度精细化趋势的背后是基层制度建设与权力运作之间的关系问题，对此，应在村民自治制度的框架内进行基层组织建设，让村民自治在适合的制度条件下运转起来。

System Refinement and Its Practice Mechanism Research In the Rural Governance
