论政府信息公开制度的构建

行政信息公开是透明政府、效率政府的内在要求,目前我国已经开始构建这一制度,并在一些行业系统取得阶段性成果。但总体来看,在信息公开的实践中还存在着缺乏相关立法、信息公开范围较窄等缺陷。当前尤其应抓紧以法律形式确立该制度,以便更好地与《保守国家秘密法》、《档案法》等相衔接。而且也要特别注意对该项制度的司法救济程序的建立。

On the Release System of Administrative Information

Administrative information release is required of a transparent and efficient government.Nowadays,China has got down to establishing such a system and some fruits have been made in some organs.But there exist problems such as inadequate relevant legislations and reletive narrow scope of information release.this author thinks that efforts must be made in legislation in relation to "The Law of National Secret" and "The Law of Archives".
