街道办事处和社区居委会关系的现状与展望——以广东汕头市东方街道办事处与其社区居委会关系的调查为个案

正确处理城市街道办事处与其居民委员会的关系是当前社区建设顺利进行的关键性问题之一。通过对汕头市的东方街道办事处与其社区居委会关系现状的调查,认为城市社区建设“两级政府、三级管理”模式比较适应现阶段我国国情,主张既要发挥城市街道办事处“指导”的作用,又要调动社区居委会和群众“自治”的积极性,从而提高政府的工作效率,增强和发展居民群众的亲和力。

The Situation and Expectation of Relationship between Municipal District Office and Community Residential Committee

It is one of the crucial issues to cope with the relationship between municipal district office and community residential committee rightly and properly in order to make current community construction go well.Through the survey on the situation of relationship between Dongfang District Office of Shantou City and its Community Residential Committee,it can be concluded that the model of "two-level government,three-grade administration" is suitable for current situation of our country.This model can not only exert full play of Municipal District Office as "guidance" but also mobilize activity of community residential committee and its masses,thus the government working efficiency can be raised and the cohesion between residents can be strengthened.
