论公有制是社会主义经济制度的基础

经济基础的性质决定上层建筑的性质,社会制度的性质主要取决于生产资料所有制的性质是马克思主义的基本原理。生产资料公有制是社会主义经济制度的基础,它决定了社会主义的政治、法律、文化等制度,不是资源配置的手段。我国实行以生产资料公有制为主体、多种所有制经济共同发展的基本经济制度,是由社会主义性质和初级阶段国情决定的。坚持以公有制为主体是社会主义的一条根本原则,是党的“三个代表”的要求。在中国发展社会主义市场经济,必须始终坚持公有制为主体,绝不能实行主体私有化。

Public Ownership is the Fundamental of Soeialist Economic Institution

It is the fundamental of Marxism that the essence of the superstructure is decided by character of economic base,and the essence of social system is decided by the character of the capital goods ownership.Produce-resource Public-owned institution is the base of socialist economic institution,which determines the politics,the law and the civilization of the socialism and is not the way of resource allocating.Now,our country is in the primary stage of socialism, carrying out the basic economic institution that makes the public ownership the chief part and other ownerships develop together.It is an ultimate fundamental for our country to insist that public-owned institution is the chief part.It is also the request of the "three-represents" theory.Developing market economy in China means privately owned system will never appear here.
