再论我国就业结构与产业结构升级不同步的原因

荣志远和王展祥两位博士对我的"我国就业结构与产业结构升级的不同步探因"一文提出以下四大争鸣观点:产业结构变化有一般规律,无标准结构;产业结构决定就业结构或就业结构与产业结构之间没有简单的决定与被决定关系;第一产业劳动生产率低,第二、三产业吸纳劳动能力较弱导致了不同步升级和第一产业相对劳动生产率不断下降是我国就业结构与产值结构升级不同步的本质意义;就业结构升级的关键在于提高二、三产业的就业弹性,提高其吸纳劳动力的能力。在此拟一一进行解答,即发达国家标准是用于判断中国产业结构与就业结构是否同步的最好参照物;产业结构升级与就业结构升级之间的同步性可以进行比较分析;制度障碍、推力有限和拉力不足是就业结构升级滞后的主因;多渠道构建农业劳动力合理流动平台才是解决问题的关键。

Asynchrony of Upgrade of Employment Structure and Industrial Structure in China: Reasons Revisited

In answering Dr.Rong Zhiyuan and Dr.Wang Zhanxiang who put forward some different viewpoints on the author's paper titled as "Reasons for the asynchrony of upgrade of employment structure and industrial structure in China",the author proposed that,criteria of developed countries is the best reference for judging whether China's employment structure and industrial structure are synchronous;the upgrades of industrial structure and employment structure can be compared and analyzed;obstacles of system,limited drive and insufficient pull are main reasons for the lagged employment structure;and the key to solve the problem is to build a platform of reasonable flow with various channels for agricultural labor force.
