| 摘 要： | 工业遗产的保护与利用在城市建设中的社会价值不容忽视。哈尔滨作为黑龙江东北老工业基地，它不仅是黑龙江省的省会，有着特定的经济、政治和文化地位，同时它还是全国十大缺水城市之一。以国际工业遗产保护的纲领性文件《下塔吉尔宪章》和中国工业遗产保护论坛提出的《无锡建议》中对工业遗产的定义为依据。界定中国水工业遗产的范围，并且立足于近年来国内外对工业文化遗产的重视以及国内兴起的工业遗产保护浪潮的现状，从哈尔滨城市本身的经济、政治和文化地位以及哈尔滨水工业历史沿革与发展现状着手，分析了在哈尔滨城市建设中，水工业遗产所具有的艺术魅力以及保护和利用水工业遗产所具有的广泛的历史、文化、科技以及经济等方面的社会价值，探讨在哈尔滨重视水工业遗产的保护与利用的必要性并提出相应的保护措施。旨在为哈尔滨经济建设和城市开发提供一些可行性建议。
