云时代公共危机事件的跨界合作治理--基于政府与非营利组织合作的视角

近年来,频发的各种公共危机事件超出了单个的行政区域,具有一定的“跨界”特性,某一行政区域政府的单独治理已经出现了明显弊端,因此,公共危机的跨界合作治理成为世界各国危机治理研究的焦点。云时代各种网络信息技术的发展,极大地促进了政府与非营利组织的有效合作,为解决公共危机的跨界合作治理提供了强大的力量支持。目前我国非营利组织社会地位的相关法律、法规还不健全,志愿服务意识薄弱,缺乏社会公信力;沟通协调机制的不完善和政府的不信任也导致合作的局限性。因此,政府与非营利组织在治理中应进一步完善合作法规、改变政府职能、扩大合作领域、加强资源整合并加强志愿服务意识的培养。

Governance of Cross-border Cooperation in Public Crises at the Cloud Era---Based on Perspective of Cooperation between Government and NGO

In recent years, a variety of public crisis events are beyond one single administrative region, which have a ＂cross-border＂ feature. One administrative governance has emerged many disadvantages obviously, there- fore, the research of cross-border cooperation governance of public crisis has become the key of the world research in the future. The development of the network information technology in cloud era promotes the cooperation be- tween the government and the nonprofit organization greatly, and provides a powerful support to solve the problems about cross-border cooperation governance of public crisis. At present, some problems lead to the g~v- ernment＇ s mistrust in the cooperation between the government and the non-profit organization, such as the laws and regulations which related to the social status of the non-profit organization are not found, and the organization volunteer service consciousness of non-profit weakness, and lack of social credibility, and the communication and coordination mechanism is not perfect. Therefore, the non-profit organizations need to propose some suggestions such as improving the cooperation regulations between the government and NGO and change government functions and expand cooperation areas between the government and NGO and strengthen the integration of resources and strengthen the consciousness of volunteer service training.
