| 摘 要： | 我国失业保险制度自建立以来,为促进经济发展和保持社会稳定发挥了巨大作用。但是随着我国各方面改革的深入,现有失业保险制度的缺陷逐步暴露,呈现“重生活保障,轻就业促进”的局面,导致其主要功能未充分发挥,失业问题较为严重:实际失业率较高、失业人口和就业需求的结构性矛盾

| Abstract: | To rectify the serious unemployment situation,it is necessary to adjust the center of gravity in unemployment insurance system to employment development and stimulation,which is the orientation of unemployment insurance system development.Beginning with the importance of employment-stimulation function of unemployment insurance system,the author introduces the British reforming experience of the same matter,and expatiates several difficulties in China's perffecting unemployment insurance system,and then put forward some proposals. |
