我国报刊退出实践的历史演进及其规律

新中国成立以来的我国报刊退出实践大致分为四个阶段：初步尝试期（1949～1966年）、运行梗阻期（1966～1976年）、恢复完善期（1978-2005年）、常态化与机制化期（2005年至今）。梳理我国报刊退出实践，发现其中呈现出四大规律性现象：即从行政化手段主导，到行政化与市场化手段综合运用；法制逐渐健全；从被动清理、整顿到主动退出；退出逐渐走向机制化。我国报刊退出机制应符合报刊业实际，建立起政治主导的报刊退出机制与市场主导的报刊退出机制。同时报刊退出机制应是一个综合体系，包括退出标准、退出渠道、事后处理机制等诸多方面。

The Historical Evolution of Chinese Newspapers’ and Periodicals’ Quit Practice and Its Rule

Since 1949,the practice of Chinese newspapers’ quit can be roughly divided into four stages: preliminary attempt period(1949-1966),disordered mess period(1966-1976),restored and perfecting period(1978-2005),normalization and forming mechanism period(2005-2012).From the People’s Republic of China founded to present,by tiding the practice of Chinese newspapers’ quit,we found four regularity phenomenon: The comprehensive use of administrative and marketable method replaced the leading of administrative method;The legal system is gradually perfected;Active quit is in place of the passive cleaning and rectification;The quit process is gradually forming mechanism.Nowadays Chinese publications are developing fast,summarizing the past practice of quit and finding out its law of development are very helpful for the future of Chinese newspaper quit practice.China’s press exit mechanism should conform to China’s newspaper industry is actual,build up political press exit mechanism and market dominant press exit mechanism.At the same time press exit mechanism should be an integrated system,including the exit criteria,exit channels,channels,press exit afterwards processing mechanism etc..
