长三角区域经济转型新构想:突破边界屏蔽效应

屏蔽效应是指阻碍空间相互作用的边界效应。地方政府追求行政区域边界内利益最大化,使得边界屏蔽效应成为长三角区域实现经济转型的最大障碍。进入21世纪,长三角地区各城市间边界屏蔽效应突显,因此,要突破省市行政管理为主体的经济规划体系、公路经济体制、社会保障体制等边界屏蔽效应的束缚,真正实现区域经济转型,就必须引入区域经济规划、路联网、社联网等制度创新协调机制,为经济转型提供新动力。

Barrier effect is boundary effect which blocks interaction of space.The motivation that local government pursues the benefit maximization makes boundary barrier effect become the main barrier of Yangtze Delta economic transformation.And boundary barrier effect of Yangtze Delta is becoming more and more obvious from 21st century,so it is necessary to break through boundary barrier effect about economic planning system,highway economic system,social security system which take provincial administration as main body in order to realize economy transformation and bring in innovated coordination mechanism which contains regional economy projects,road network,social network for providing new power.
