基于公地悲剧的鄱阳湖生态保护研究

由于人口过速增长和不合理的传统发展模式等原因,江西鄱阳湖区盲目围垦和酷渔滥捕等短期行为,造成了水土流失严重,旱涝灾害频繁,生态环境恶化,资源利用效率低,经济发展缓慢等区域性的环境与发展不协调问题,对鄱阳湖区发展构成了日益严重的威胁.基于"公地悲剧"的启示,本文从公地悲剧和反公地悲剧的角度探讨造成鄱阳湖生态恶化的社会原因,探讨从产权界定、理清管理体制的角度出发的治理方案,继而解决鄱阳湖的生态恶化问题,最终从制度上解决鄱阳湖生态安全问题.
