| 摘 要： | 取消农业税调整了农民、集体和国家之间的利益关系,不仅减轻了农民的负担,同时也触及到了乡镇政府体制的改革。取消农业税带来了农村一系列的新问题,迫切需要乡镇政府进行职能转型。乡镇政府必须在重塑乡镇职能的前提下,完成乡镇政府的改革。乡镇政府职能转变的关键是更新观念,重点是强化服务。

| Abstract: | The remission of agricultural tax adjusts the relationship of the interests of the state,the collective and the farmer.It not only relieves the burden of farmers,but involves the reform of township government's system as well.It has brought about a series of new problems;therefore,it is urgent to transform the function of township government.The township government should carry on the reform on the premise of reinventing functions.The key point of township government's functions transformation is to update ideas and to enhance the service consciousness. |
