| 摘 要： | 乡镇客运路线承包的经营方式,旨在规范市场秩序,却产生一系列新问题。文章分析了乡镇客运市场存在的主要问题,进而指出,解决问题的路径在于:必须防止市场垄断局面的形成;在市场准入问题上采取资格制或注册制;规范车辆运行,加大对客运价格的监管力度;要进一步加强对相关政府部门工作人员的行为监督。

| Abstract: | The management way of contracting the villages and towns passenger transportation route purposes to normalize market order.However,it brings about a series of new problems.The article analyzes the main problems in the market,and then points out the way of solving the problems is to prevent the market monopoly,adopt the qualification system or the registration system in the market access,standardize the vehicles movement,and exercise further supervision with regard to the passenger transportation price and the correlated government staff's behavior. |
