加快建立政策性农业保险制度的思考

农业保险,作为当今世界各国政府支持和稳定本国农业生产的三大政策性措施(农业保险、农产品扶持价格政策和农业信贷补贴)之一,其形成与发展的状况是衡量一国农业经济发展水平的一个重要标志。近年来,我国农业保险不断萎缩,日渐成为影响和制约我国农村经济发展及农民收入增长的瓶颈。借鉴国外的经验,建立一个以政策性农业保险为主体的农业保险制度是我国农村反贫困的重要措施。

Reflection on Speeding up the Establishment of Policy-related Agricultural Insurance System

Agricultural insurance is one of the three major policies(including agricultural insurance,price support policy of farm products and agricultural credit subsidies) for the governments in today's world to support and stabilize the agricultural production.The formation and development of agricultural insurance is an important standard to measure the development level of agricultural economy in a country.In recent years,the agricultural insurance in China has shrunk constantly,which has become a bottleneck to affect and hamper the development of rural economy and the growth of farmer's income in China.With the experiences in foreign countries to be used for reference,it is an important anti-poverty measure to establish a policy-related agricultural insurance system in China's rural areas.
