| 摘 要： | 科学发展观第一要义是发展,核心是以人为本.在当代中国,发展既是以经济建设为中心的发展,也是以人为本的科学发展.以经济建设为"中心"与以人为"本"在中国特色社会主义理论和实践中是辩证统一的,"中心"是坚持以人为本的"中心","本"是坚持以经济建设为中心的"本",二者互为前提,相互促进.
