| Abstract: | In the ealier reign of Qing Dynasty,because of being busy with putting down various rebellions of the Central Plains,it is in the China's west that the governor of Qing Dynasty only take a policy aimed at appeasing the people.In order to strenghen the reign,Qinghai Mongolia tribes are come within the jursdiction of the Central Government. |
