晚清干路国有政策再认识——以政府决策为中心

决策者的素质和当时周围环境促使了清政府干路国有政策的出台。从政策本身而言,清政府把干路收归国有。是一个合理的决策,但由于政策执行前的准备工作不充分,既没有做广泛的宣传和说服工作,也未通过资政院和谘议局认可,而用专制的方式强制收归国有;当国有政策遭到反对时,不是灵活地化解危机,而是一意孤行,坚持强硬手段,当发现决策中的错误时,却拒绝任何修改,最后导致后果无法收拾。合理的政策加上正确的执行,才能取得良好的效果。

The State-run Policy of the Main Road of Late Qing Realizes Again——Focusing on the Decision-making of the Government

The policymaker＇s quality and surrounding environment at that time have impelled the issue of the state-run policy of Qing Government main road.As regards the policy,the Qing Government nationalizes the main road,is a rational decision,but because the preparation before the policy is carried out is insufficient,have not already done extensive propaganda and persuasion,and consulted the office of discussing to approve of through Senior Minister＇s institute either,and nationalize by force in autocratic way;When the state-run policy is opposed,not because dissolve the crisis in a flexible way,but act willfully,adhere to the tough means,when finding the mistake in decision,but refuse any modification,cause the consequence to be unable to tidy up finally.The rational policy adds correct execution,could make the good result.
