农村环境自治权是一项以村民自治权为基础的社会权力,它具有权利和权力的双重属性。农村环境自治权的主体是多元的,包括村民个人和村委会、村民会议、农村经济合作组织、环保NGO等所有参与农村环境自治的组织。农村环境自治权的内容中的权利部分主要包括村民的环境民主决策权、环境民主管理权、环境民主监督权;权力部分则主要包括由农村环境自治组织行使的农村环境自治立法权、农村环境自治组织权、农村环境自治财政权、农村环境自治行政权等。
