| Abstract: | Criminal policy of temper justice with mercy and"strictness but unseverity"are two terms of different rants with diifferent backgrounds,diifferent connotations,diifferent orientions,and diifferent focuses,but the basic carrier of criminal policy is the structure of criminal law,thus the two can be united in concept and practice. |
