参与、共享视角的社会政策调整与社会管理创新

新中国成立60多年来,中国社会经历了前30年的"计划经济"时期和后30多年的"改革开放"时期。因为在执政基本思想、执政理念、路线方针和管理手段上的差异,不同时期的"社会管理"和"社会政策"的表述也不尽相同。社会主义市场经济条件下的"社会管理",就是在承认个性化、多元化的基础上,通过沟通、对话、谈判、协商、妥协、让步,整合为各个阶层都能接受的社会整体利益,最终形成各方都必须遵守的社会契约,并用"社会政策"的形式表现出来。

Social Policies Adjustment and Governance Innovation from the Perspective of Participation and Sharing

Social management is the process of government and non-governmental organizations to use a variety of resources and means to regulate social life, social affairs, social organizations, coordination and services. Social policy is the policy associated with the government, and it involved in the actions providing services and incomes to citizens, and these actions will produce immediate results to the welfare of the citizens. To analyze social policy from the perspective of social management, it can be understood as the basic norms of government administrative behavior related to the welfare of citizens, the choice of social policy and the appropriate institutional arrangements determine the direction and goals of the government＇s social management. Social management and social policy has a great difference between the opening and reform period and the planned economy period. In the future, the further objective of the reform should be ＂participation and sharing＂.
