协同治理：环境群体性事件治理创新模式

随着工业化与城市化的发展，工业污染向其他一些地区转移，环境污染与经济发展的矛盾日益突出．引发环境群体性事件。利益多元化的今天，发生环境群体性事件的主要原因是政府、企业和民众三个主体产生利益冲突，在博弈过程中没有达到利益均衡。环境群体性事件的治理是政府的一大难题，亟需寻求利益相关主体参与协同治理。因此，建立一套协调治理模式是必要的：需要构建政府与民众从博弈到合作的模式；需要构建政府与媒体的合作模式；需要建立政府与环保NGO合作模式。把环境群体性事件的利益相关者，政府、企业、民众、媒体和环保NGO协同起来，形成一种合作联动关系，共同参与治理，使环境保护与经济发展协同起来。

Collaborative Governance：the Innovation Governance Model of the Group Events in Environment

With the development of industrialization and city and industrial transfer to some area pol- lution, the contradiction between the environmental pollution and the economic development has become increasingly prominent which easy to cause environmental group events. So far, with the interests of a wide range, the main reason of environmental group events is the conflict of interest of government, enter- prise and the public,which dod not achieve the balance of interests in the game. Environmental group e- vents is such a big challenge for the government that it is necessary to seek multiple organizations to par- ticipate in governance,Co-governance. Therefore, it is a necessary to establish a set of coordination man- agement mode to link the stakeholders of the environmental group events which includes the government, enterprises, the public, media and green NGO, forming a cooperative relationship and participation, so that coordinate with environmental protection and economic to make a good development.
