| 摘 要： | 国家构建（state-building）的过程也就是现代民族国家的形成和完善过程，而现代民族国家的形成和完善则是民主政治发展的前提和基础。西方的民主政治是建立在绝对专制主义完成现代民族国家建构基础之上的。中国国民观念的提升与国家权力的民主化也应建立在民族国家形成这一基础上。今天的中国，如果一些基本国家制度没有建构好，过分地强调国家权力的民主化会导致社会政治的不稳定。

| Abstract: | The process of state-building is also the process to form and perfect a modern nation-state,which lays foundation for the development of democratic politics.Western democratic politics came into being after absolutism was built over modern nation-state.The promotion of a national concept of Chinese and the democracy of national power should also rely on the accomplishment of a nation-state.Excessive emphasis on the democracy of national power without proper fundamental national systems in today’s China will lead to social and political instability in the country. |
